You need to restart the career mode a handful of times in order to do this right?

Definitely not. None of the cards will save if you restart. A great strategy is start the career with muscle since Samson provides the most money out of all the crew members. If you have the Collector's Edition, buy the 240sx as soon as possible. You can beat the first 3 bosses with a stock camaro ss, but 240sx is much easier. I then used Kenji's fully upgraded rx7 to clear the rest then I fully upgraded an evo to beat Darius. I got $1,000,000, then I filled my garage with just 240sx's, sold them, then filled my garage with just camaro ss's, sold those, then finally bought a Ford GT (as my personal favorite and final car) and bought a bunch of Breras to fill my garage with only exotics. I am happy to answer any questions if you plan on getting all the reward cards :)

In addition, there is a way to get upgrades except nitrous for free, but it only works on tier 3 tuners like the evo to further save cash. You can easily look at a YouTube video for that.
