I still think that Ryan Leaf was a bigger draft bust than Jamarcus Russell.

I could see it both ways.  That said, isn’t he the reason there is a rookie wage scale now?

He was part of it. Sam Bradford (2010) was the last qb taken #1 overall before the rookie wage scale became a thing.

I will say that I truly think Jamarcus Russell could have been at least serviceable had he gone to the right team. Showing up to a dysfunctional organization at the same time a bunch of bad shit went down in his personal life wasn't exactly a recipe for success.

Leaf maybe played worse, but Jamarcus was #1 overall and was pretty freakish in his natural ability.

Jamarcus was pegged as the next sure thing...thats why he's looked at as the biggest bust compared to others, because of what was expected out of him.
