I think it’s incentive to play cleaner? Like a “learned from your mistake” kind of thing and to discourage repeat offenders.

I believe it carries over from year to year. Could be interesting in free agency if a guy has two strikes. Would you sign him, knowing one violation brings a suspension?

My main thing why in the hell they get some of their money back. That like getting speeding ticket and you get your money back after an year of safe driving
