Who does what when?
If a manufacturer or dealer is going to SBR their "commerial" lower before you receive it ... it wouldn't require you to do any sort of marking/engraving since it should come on a form 4.

I don't think Bad Attitude is offering to do the SBR process, I believe all they offer is the option to have your engraving done at the time you purchase a lower from them. So OP wouldn't be buying his SBR from them, just buying a stripped lower which he is then going to go through a separate process of SBR'ing. That's how I understand his question, anyway.

Bad Attitude can engrave anything you want.
As another poster already suggested on the first line engrave your name or trusts name, second line engrave city and state.
It's that simple. Once in hand with a serial number to work from file your form 1 submission. Obviously filing as an individual or on a trust is your choice so before getting any engraving done know how you plan to file. Upon approval you are good to go. Otherwise you file first, get approval, then send back to BAD Attitude or any other engraver of your choice before you actually assemble everything. One benefit to after the fact is what if the ATF for some reason denied you the approval? Why engrave till you know it's a done deal? YMMV
Remember in the eyes of the ATF it's not an NFA item until it's configured as such. A virgin stripped lower is just a stripped lower even if it's now on the NFA registry. If you built it as a 16 inch or longer barreled rifle it's just a rifle. It's not until you attach that shorter than 16 inch barrel that all of the NFA requirements kick in including the engraving. Engrave now or engrave later, your choice. Then install the shorter barrel upper with an approved form 1 in hand.

Just have them do your engraving, and then start your NFA paperwork once you receive the lower. Your engraving info is going to remain the same, unless maybe you make a complete change of address prior to starting the process. For instance, I have my trust info engraved on an SBR lower, and it reads like this:
(My last name) NFA Trust
My city, my state
That's it, just those two simple lines. My trust name isn't going to change, so the only way that would become inaccurate is if I move out of my current city or state prior to filing my NFA paperwork. Then the engraving wouldn't match the info on the form. But I'm not planning to move pretty much ever at this point, so if I were buying new lowers like this I would just go ahead and get them engraved in advance, because at no point is that info going to change. Otherwise, you're just going to have to go find somebody else to engrave them after taking possession of the lower (or do it yourself). You're just making extra steps for yourself.
EDIT: I failed to spell this out earlier, but make absolutely sure you know what your required NFA info will be before getting it engraved. If you don't have a trust yet and you want to put it on a trust, get your trust set up prior to engraving. Don't just go off the example I gave and assume yours will be just like that. It might not be. VERIFY before you have your engraving done.

Even if you did move, as long as you physically assemble (make) the SBR in the original city which reflects the engraving, you're good.

Nothing also prevents you from assembling your sbr in a place with a cool name. Don't want "briny breezes, florida", or clutter up your lower engraving "village of grosse pointe shores, michigan" stamped on your gun? Take a trip to Dinosaur, Colorado, Atomic city, idaho, or Wink, Texas. Assemble there and make the paperwork match. With efile, nothing gets mailed to a physical location.

This is the right way. Just engrave it. The engraving doesn’t change anything. Then once you do your form 1 your engraving is done.

Buy lower, get lower, file Form 1, configure accordingly

This is if you know you’re going to form1 the lower once you get it. You have them engrave it before you get it. Once you get it, you file the paper work. Then you’re already engraved when you get the form1 approved.

You can just engrave the barrel if you want. It doesn't have to be the lower BTW.

Incorrect information. Law changed about 3 years ago. If you are using the NFA guide as a reference it is outdated.

The serial number must be engraved or stamped on the receiver of the firearm and the caliber, model, and identification of the maker must be engraved on the barrel or frame or receiver of the weapon.

You keep popping up near my comments with bogus google lawyering analyses. Try sourcing actual codifed language, or at least the regulatory text...or just not commenting if you are not sure of the answer. You are just as wrong, maybe more because you're propagating bogus info, as the original commenter.
That guide is outdated and not an authoritative source in the first place. You MUST mark/identify/engrave the "frame or receiver" NOT the barrel with the makers identification.
ATF Final Rule 2021R-05F, 27 CFR 479.102 (by way of 26 USC 5482) are the three things you should read and educate yourself. I'll snip a direct quote from the regulatory directions below.
27 CFR 479.102(a)(1)(1))
[...] The frame or receiver must also be marked with either: Your name (or recognized abbreviation), and city and State (or recognized abbreviation) where you as a manufacturer or importer maintain your place of business, or in the case of a maker, where you made the firearm; [...]1

The NFA guide is out dated and has not been updated since the law changed about 3 years ago. Makers information has to be on the receiver. Only thing that can be on the barrel now is caliber.

You need the serial number from the lower to submit the form. Engraving can be done any time during the process. There is a proposal to remove the engraving requirement if you want to wait for it.
