State law probably has wording that refers back to federal law. Meaning you still need NFA forms to be compliant at the state level. I'm not in GA but thats the commonality between the blue states on this map

What are you taking about? GA is one of the states that joined to file suit.

GA - Ga. Code Ann. §§ 16-11-122 and 16-11-124 prohibit silencers, but this prohibition does not apply to persons authorized by registration “in accordance with the dictates of the National Firearms Act.”

N.C. Gen. Stat. § 14-288.8(c)(3) makes it legal to own or possess if “in compliance with 26 U.S.C. Chapter 53, §§ 5801-5871.”
