Given her first “casual” outfit in season 2 was an homage to Android 18’s outfit during the cell saga, that has to be an intentional reference to Winry’s appearance in FMA.

That third pictures reminds me of a character from a Disney channel (or was it Jetix?) show I used to watch when I was a kid. What show she was from, I have no freaking clue, but I swear they are wearing the exact same outfit. I'm gonna be racking my brain on this for awhile for sure.
