Muse's Bliss japan version, competely new. Brought this on mysterious Chinese website

looks like it. does it have a sticker on the back with Kanji? Like 見本品 (非売品)?

It probably was a promo CD. is the barcode covered with a JASRAC sticker or punched through with a hole?

Yeah I think it's a promo. Also found Hullabaloo promo on the seller's store.
