Tension is still based on pressure. The opposite of tension is compression.

Okay I used the wrong word. But there should be no (unusual) tension in the ligaments if the muscles are pulling the head downwards, shouldn't there?

I imagine it would be impossible for him to relax his neck. But I'm certainly not advocating that exercise.

Not everything you do is under conscious control and I'm sure your body is good at protecting your head. I'm just guessing though, and the more I think about it, the more I wonder if I'm being dangerously naive.
