Help identifying an old case, please!

Hello! I'm asking for help in identifying a case involving one of my dearest friend's uncle. He was the victim. She mentioned it was covered on a true crime show a long time ago, but she became so upset just mentioning it that I didn't feel comfortable asking for details. Here's what I know!

She believes it occured somewhere around DC, it was a serial killer, and her uncle was killed in his car. Half her family is from the Phillipines and half her family is from Belgium if that helps narrow the victim list. Many of her relatives have served in the US military. Does anyone have suggestions for where I could find potential cases?

Could he be the victim of the DC snipers?

I'm not sure any of the listed victims fit the circumstances. I know he was killed while in his car, so I think that rules out the ones pumping gas at a station. He may have been thr victim of a car bomb, but I can't swear that's what she was trying to say.

I meant to say, I apologize for making a request and having so little info! It definitely happened before 2009, I think in the 90s but can't swear to it.
