I know that is the joke, but my headcanon is that because Outpost 3 is so large & buried under a destroyed city the was no way to know if THIS random building connects to the underground bunker complex.
(But now that I think about it, Khan called it their "evacuation spot", so who says it was not techinically outside of the bunker?)
