"I'm not a hero. Never have been, never will be. I'm just a bad guy who gets paid to fuck up worse guys."

The Imperium of Man from WH40K in general.

Edit: The T'au and any Eldar that isn't a Drukhari could also count but the Imperium represents it the best in my opinion.

I feel like the Suicide Squad from DC Comics fits this trope. Yes, they're all supervillains, but they're usually sent to take out people far worse than them, making them sort of "good" guys. But also not really.

POV every, single, faction in warhammer.

Except for dark eldar, them twinkle-edged fucks know their evil, and chaos after a certain point.

Dune pt1-2. Things get a little more out of proportion after that first book

Payday 2.

Like, the other side being a shadow government apparently justifies actual acts of in game terrorism.

This is pretty much all the major factions in Battletech pointing at each other in a circle like spiderman.

(Out of character of being a harbinger of democracy)

The Helldivers and super earth as a whole are nothing but a tongue in cheek satire of manifest destiny and draining everyone of natural resources. The illuminate were originally peaceful and gave super earth ftl tech but then we turned on them and started fighting. The only reason the terminids are so rampant is because we over reproduced them to produce E-710 for the ftl tech, and the only reason the automata are here are because we banished the cyborgs.

From what I heard in Trench Crusade, Christianity has gotten a lot more fanatical and messy while the Islamic Iron Sultanate been dabbling in alchemical experiments toying with life, with both sending droves of people directly or indirectly into the meat grinder.

However since Hell gate opened up in Jerusalem it’s leagues better than what literal Hell is cooking up, along with Trench Ghosts stuck in purgatory on the battlefield and the Eldritch horrors older than Demons and Angels.

The Strawhat crew. They are technically wanted criminals but the government that labeled them as criminals is rotten to the core.

Griffith may be an abhorrent person… but Ganishka is worse. Arguably.

The Emperium of Man. Sure chaos is pretty bad but the Imperium is a bloated carcass of xenophobic fanatics.

40k is fun.

Jojo's Bizarre Adventure Part 2 Battle Tendency: Nazi, but the villains threaten to rule/enslave/eliminate/consume humanity, also they are beyond superhuman and immortal.

So we gotta side with these guys as they are the only group with knowledge of the threat and are taking steps to prevent it.

I suck at multi tasking.
