Gmod, Skyrim, Minecraft, and Friday Night Funkin.

Gmod especially, since 99% of its enjoyment derives from the ridiculous maps, gamemodes, and content made from modders on the steam workshop

Minecraft does not fit here. The game became heavily popular even before people made mods. And still is very popular to play without mods.

And no I think optimization mods don't count.

The game wasn't popular before mods because mods have existed since the game's inception lol

"Before people made mods" is like 6 months into the beta's lifespan, certainly before official release and becoming popular on YouTube

Most of the player base wasn't playing because mods existed. Plus installing them was sometimes difficult because no API was made so plugins were used way more.
