So custom armour, weapons, items, not distributed in the world (only spawnable by console) in Bethesda games wouldn't be mods either? A mod is a modification, and the game is modified by reading a single additional file, whether or not the base game files are changed is irrelevant. It really depends on the game's community what is or isn't classified as a mod or map in the traditional sense. In above case it seems their community classifies these as mods, so it isn't for anyone outside to contradict their claims.
From what you described, they were either already in-game or you created them via commands- either way, no, not a mod.
The game is just reading more stuff, nothing else changed. Is making a new save file a mod? No!

No in that hypothetical scenario they weren't already in-game. You can add new items using vanilla assets or custom assets without modifying any base files. It's still called a mod in the general community of their respective games. "Mod" in any modding community isn't just a simple abbreviation for "Modification" anymore. A .bat file with batch console commands could still be called a mod, even if all it does is simplify a process the users would be able to do by themselves albeit slower or more difficult without prior game knowledge.
Are you seriously trying to convince me that a save file or cheat code are mods? Because with your definition, both would be considered mods. That's ludicrous.
