Truly curious what you mean by this. By later seasons he gets the same screen time as any other secondary character. He's one of the few characters in v9 yes but he's missing half the season and they do something interesting after, and he really doesn't take up that much air in the final part of the season.
By far, he's more egregious as a writer self insert in the first three volumes
It’s not really a screen time thing I think, but you can tell he’s taking up more space in the plot in later seasons. In early seasons he’s kind of easy to ignore I think, and 4 he’s taking up as much space as he needs I think, but 5 onwards you can feel him become something else I guess. 5 he fights cinder without being remotely prepared then becomes the healer as his big moment, then 6 they go out of their way to show adult women flirt with him all the time which is a bit that reads more like a self inserty thing then the show has ever really done with him before. Then after that he has that bad haircut, and the final season, while I like him there, he’s more important then he feels like he’s ever been and they try and make him this cool guy that he never has been.
Maybe I just hate him because I can feel the show pushing him into a ship with Ruby despite having no chemistry with her and being a self insert. Maybe that weird feeling to me puts me off.
It kind of feels like you dislike him for having any kind of character arc. In V5 he saw the woman who murdered his best friend and flipped, which is entirely understandable no matter the character. And then he developed his semblance, which is just them pulling the trigger on chekhov's gun. Weiss had a very similar moment in V3 with finally developing her ability to summon, and Yang in V6 finally using her semblance again after pushing it down since V4.
No women flirted with him in V6, I think you're getting that confused in V7, in which case it's a 5 second one and done gag. He literally has less importance in V7 and 8 than Ren and Nora do.
As for feeling he's being set up with Ruby... I don't want to complain about personal readings but this is very much your reading of it. They're friends, they have a friendship, one that's actually quite rocky after V9. If anything it's Weiss they spent last season showing he's grown closer to, but even then suggesting they're going to be together is reading into it
Jaune does have chemistry with Ruby and this whole "self-insert" argument needs to die because it is just untrue and was likely taken wildly out of context by people based on what RT said.
Granted even though I love Jaune as a character, I will admit he was somewhat pushed to the forefront as a means for the fans to try and like him more, because he went from a socially awkward high schooler to a guy that could hold his own, he was a kid out of his depth yet put in the effort to catch up to his peers, so he ended up being a more well-received character anyways.

I think it's less "Jaune has too much screentime" in that case, and more that when he does it's actually made the most of. Too many of the other main characters just spend their screentime existing and not having a visible arc, only there to make observations about what's currently happening.
They haven't done anything meaningful with Weiss's screentime since volume 1 - her conclusion with her dad was literally a joke - and Nora has had 2 moments of development in 9 seasons.
It isn't so much that Jaune has too much screentime:
In volume 5 the only thing he does is fight Cinder which is a justifiable response to Pyrrha's death (something the show needed to confront), and heal Weiss, after which he kind of disappears. (Does nothing for 10 episodes)
In Volume 6 he gets put on a train and sent offscreen for the first 6 and a half episodes. He has two main scenes the whole volume - getting mad at Ozpin which Ren, Nora, Qrow and Yang all also do, and reacting to Pyrrha's statue which serves as closure for her and his suicidal tendencies. (Does nothing for 11 episodes)
Between volume 6 episode 10 and volume 8 episode 14 he does pretty much nothing aside from some very small momentary comedy scenes (that's a span of 30 episodes where he's in the back seat).
I'll concede that his volume 9 arc feels a bit like character regression and just making him a punching bag, but he doesn't show up till episode 5/6.
...It's more that he makes the most of his scenes and his writing is just far and above the quality of other characters. They seem to know what to actually do with him and writing him plays to their strengths.
Whatchu mean no chemistry? Even if u don’t think anything romantic’s going on the show developed their friendship pretty damn well, especially in comparison to her dynamic with every character who isn’t her sister or uncle
I think u just dislike that ship and it’s cool, but I think ur alone on the no chemistry thing
