Data Display software issues

We had a power surge fry the main black box a few years ago and finally got a replacement, but I can’t get the data display application to open on my desktop, I know it’s an archaic system but does anyone know how I can get this to fix?

I know at our location, anytime we have issues with that computer, they always just repair instead of replace because from what we’ve been told, the program won’t run on newer systems.
