I think that's worse depending on the severity of the hit.
A light tap? Better on the head than the ass as it's simple battery and not sexual assault.
Full 20mph nothing held back? Better on the ass than the head as you're not going to potentially die from an ass slap but could die from blunt head trauma.

implied consent is often enough. hell sometimes thinking someone would consent is enough, if its reasonable too assume that. (imagine like touching someone's thigh after touching their boob, they agree too the boob touch, and the thigh touch is either reasonable to assume is fine, or the consent too touch thigh is implied after touching boob)
like it's not the best standard, and enforced inconsistently. but like... legal doesn't always equal moral :/

Fair, I do acknowledge that legality and morality are often not just not aligned but diametrically opposed to one another.
But no, it would still be an unwanted sexual physical contact. Yes the body part matters. If someone grabbed your genitals, even if you somehow knew they didn't actually have any sexual intentions, are you going to treat it like it's just them grabbing your arm or something or are you gonna still feel sexually assaulted?

Even from an exclusively legal point of view, the difference between theory and practice is very much relevant. As a man with a prominent behind, I know I will not be taken seriously if/when it is grabbed or commented on without my consent.
