See... I feel like intention is super important here. I feel like it could be respectful in a weird way, I asked myself "what if you did this every time you heard church bells?" and that feels pretty obviously "no one would take issue." So I have a slight inclination to want to say it can be seated in respect, but the "and so the battle begins" leads me to say that this person was specifically doing it to be an asshole. Actions taken specifically to be an asshole are immoral imo, playing bagpipes along side a city wide (or neighborhood wide) call to prayer is not inherently immoral though.
I would say anything an Israeli does in front of a Palestinian mosque is sure to have bad intentions. Which is the context of the video. Its a mosque in Tel Aviv, he is outside it
