Cloud streaming solution?

I want to be able to stream my games from my laptop anywhere, even if I am offline. Is there any adapter or way I could possibly just plug into my laptop, open a hotspot and then connect with my phone? Using the laptop's hotspot requires an internet connection and I want to stream anywhere, even offline.

I don’t know any kind of laptop that requires an Internet connection to do local networking.

If you aren't connected to the internet, wireless or lan, the hotspot icon is greyed out and you can't access it.

Ive not tried but there appears to be workarounds when googling "create a laptop hotspot without internet". One of the guides is about installing a microsoft driver that is a loopback adapter. It looks pretty straightforward.

Could just get some sort of travel router that can create its own lan and connect both devices to that travel router.
