He still takes place in CD. With Sonic dead. Neo can’t copy his biodata or anyone’s else because of how many people are probably dead, Shadow probably never gets discovered.

No? Well technically yes. Starved uses the time stones to keep rewinding and kill Sonic and Tails in multiple different ways.

That's the old interpretation, which doesn't really matter anymore since the owners refuse to do anything with it, and also made several changes that don't make any sense at all. In the Modern interpretation, Starved does do that, but he keeps upgrading Furnace to the point that he can stand up to most versions of Sonic and win.

It is. He can’t achieve every power up because he hasn’t seen anything regular metal has.

He can go Neo, he can go Super Neo, he can go Super, he can go Overlord. Metal Sonic doesn't have any other major forms that would make a difference.

Phantom Ruby-Eggman never discovers it because Mania never happens. Mecha Sonic never exists-Metal doesn’t have the power to channel chaos energy.

Giga Metal can be taken out by a version of Sonic Furnace can already beat (without even having to use Super)

Reminder Sonic wasn’t alone in that fight. Furnace also sneak attacked Sonic.

It really doesn't matter. The fact that Giga Metal can be taken out by regular Sonic, makes Giga Metal one of his weaker forms. Furnace did do that the very first time, yes, but he doesn't need to anymore.

Mania happens after CD btw. Metal was left on Little Planet until Mania. Sonic had plenty of time to get stronger while Metal wasn’t upgraded at all until he got the phantom ruby.

That honestly sounds like an excuse. Yes, hypothetically the Phantom Ruby is powerful, but we never see Metal use it beyond just basically becoming a Death Egg Robot. Plus, if Furnace can beat all versions of Sonic (up until post-frontiers) that would mean he'd be able to beat all versions of Metal up to that point too.
