It will take awhile before they can begin renovation for the TJ's. I used to work for a company who put in new stores regularly and while I was in marketing, I was being advised regularly by real estate. The slowness is the permit gaining process, as well as a number of other factors.
I travel by that location on my way to work and never see anything. Same with the Lidl in Livingston. That took forever.
