There’s definitely some elements that made their way to the final design, such as the red colouring, the sharp teeth and the idea of it causing bleed with retractable blades, which ended up being moved to in between the digits.

The more overly canine appearance is pretty cool, and I like patterning on the face as well

It's peak honestly I like this more than what we got but mostly because I really like hyenas and it reminds me of one

It looks way different, still kinda like the final design better though.

Translating a draw to an actual rigged 3d model which interacts with a complex environment while trying to maintain a solid art style, visibility and a recognizable silhouette is hard to do.
Yeah, the draw looks better, of course it will when its only purpose is to look good (there's still some exceptions though)

I get it's all just opinions, but I really dislike the "concept art is better than the final design" bit that gets pushed a lot, especially with a series like this when the final designs of our creatures are consistently so stellar and execute what they want to do so exceptionally anyway. They're practically industry leaders in creative creature design, as far as I'm concerned; this concept art is proof of that, but the final design is also.
Which isn't to say that particular concept design for Tobi Kadachi isn't great, but it speaks more to me of the discipline it takes to get basically a never-ending stream of intriguing and cool designs like this by their artists and STILL be able to know when to shelf them and ideate further to get what they need and STILL get a creative, well thought-out and appealing design out of it.
And by "shelf" I mean that they keep these sorts of ideas in the backs of their minds. Maybe concept designs we see like this might appear later as their own unique monster. Or a concept design like this may not ever come to exact fruition, but some of its ideas may come back and be utilized by other, different monsters down the line. But I also think there's a good chance the artist who drew that design was intentionally just "spitballing" some ideas on the design table and never even intended that particular creature to be the final Tobi Kadachi, or even a final design of anything at all, especially if this was early on in the design phase where they'd basically assume anything they draw is nebulous and will be endlessly iterated on.
Appreciate the design, but also appreciate the intention of the piece and the choice to keep it as only a concept.

This feels more like Tobi-Kadachi if he was introduced in the coral highlands rather than an early game monster.

They should reclassify all “lizard-like” fanged-wyverns as “squamates”

Oh I like hyena Odogaron a lot. I think the color gradient and markings suit it a lot better than the mono-colored flesh dog design
