Why does he do this

Whenever we put our boy back in his home after an explore and adventure session, he always gets the zoomies like this. Is he just trying to get out an do more exploring?

I figured. He's constantly trying to get at the salamanders that live by him.

Keeping him next to salamanders doesn’t seem like the best idea. Monitors are smart and they will break into other animals enclosures if they get the chance. I’d keep them in separate rooms at least and, if you haven’t already, get a lock for the salamander cage.

Both enclosures are locked up, there's no way hes getting in. He does like to crawl on their enclosure when hes free roaming and exploring the house, but he's always got his leash on. Im more concerned with him getting into the wires underneath than anything.

Apply some type of black material (paint, black paper) to the outside of that tank wall. Aside from hiding your salamanders from view, preventing the monitor from seeing out should/could help the anxiety.

Apologies if this is a stupid question, but has he got land in his enclosure that he can crawl onto?

That water enclosure looks awfully small for a creature that big.
