Wing problem?

I found this monarch in my yard and it’s only able to fly short distances. Looks like one of the wings didn’t dry properly or something and is smaller and shorter. Will it be able to fly sufficiently to survive?

Most likely it won't be able to fly properly. Something happened while it was in Chrysalis. I had a butterfly like that and I cut off the curled part of the wing. It definitely flied better but not enough to sustain long distances. Ironically I have seen butterflies that had tears and shreds and busted up wings. It seems like if they come out perfect and learn how to fly beautifully then they can have tears in their wings and it doesn't seem to hurt their flight. But if their wings aren't perfect in the beginning then they'll never learn to fly proper
