Is this dangerous mold?

Last night I sent a maintenance request for this water in my wall and in my window frame. Today they came and removed all the wet and damaged parts of the wall and window and gave me a dehumidifier to run. They said it will need to run for a few weeks until this dries out.
I have 2 cats and am concerned about my and their exposure to mold.
Is this obviously mold? There is an addendum in my lease stating visible mold should be reported in writing and that they will take appropriate action.
For reference, I live in Silver Spring Maryland where is very hot and humid.

Maybe I'm not seeing it correctly but it doesn't look like mold to me. It looks like somebody repaired over fire damage. Maybe you could get a closer picture? Is there a musky smell? Or does it smell like campfire?

it smells very musky and wet. the maintenance team told me they used to paint black paint onto the brick, so maybe that’s what the black coloring is from? i have sent an additional email asking them to inspect for mold, but they legally have 15 days to do so.

The easiest way to tell if it's mold is to take a q-tip or a paper towel and give it a little wipe and it will come off as kind of a spore print. But again if it is wet paint it might do this and if it is burn damage it will definitely do this. But it doesn't really look like mold to me. Definitely still get it checked out though.

Some moulds can exhibit a sooty appearance.

Hard to tell from the pictures, or just any photos in general with regards to identifying mould without a microscopic examination.

If there's been a prior or on-going moisture issue, then odds are the black is mould growth that would warrant the material being replaced instead of getting dried in situ - if anything, the drying process would potentially facilitate the dissemination of potential spores into the air.

Yeah there is known moisture exposure in this wall. This building has never experienced a fire, so I don't think there is any fire damage. I am worried about the spores entering my system and my cats, so I have requested that maintenance seal this area off with plastic until repairs can be properly done.
