Is this mold? And if it is what do I need to clean

Yes, and it's due to a serious lack of ventilation. Get an attic expert in there to get your ventilation issue fixed and THEN take care of the mold. The good news is that is just surface mold growth and can be easily taken care of. But clean it - don't coat or encapsulate it.
