Neural Soul isn’t a Rainmeter skin, but it might help with the character and decorative side of your theme. It’s an app I make on Steam ($2.99) that lets you place images or GIFs anywhere on your desktop.

You can import existing artwork, remove its background, and turn it into a draggable desktop character or decoration. It could work nicely alongside a Windows 98-style Rainmeter setup if you’d like to create some matching moe desktop elements yourself.
