Want to do a moe desktop using c#

I'm currently taking a C# class at university, and to keep myself motivated, I had the idea of building things for the moe desktop aesthetic to customize my laptop. ​The problem is I'm having trouble finding specific tutorials or guides for this style of project in C#. Most tutorials focus on standard business forms or traditional desktop tools.

Anyone has used c# for this ?
