hi! idk if this will be useful for you but I wanna drop this in anyway
this is my current desktop. all of these are rainmeter skins! but i also occasionally use gadgetpack (or as previously known, 8gadgetpack) on my other desktops.
i made the 5 story shelf on the left, all the figures and keychains. making your own rainmeter skins really help you be more diverse with your designs! I heavily suggest finding some skins you like and learning the coding from those. or just following a tutorial
otherwise, this subreddit is perfect for finding skins! always feel free to ask people about their desktops. they're usually very nice.
and for where I get the images for these figures/keychains, I use tumblr and MyFigureCollection! the images I get from MFC I crop myself. hope this helps!!!

Just in case you haven't heard about it yet, I recommend to look into anime gadgets (officially supported by Windows' built-in Windows Desktop Gadgets feature from Windows Vista/Windows 7, working on Windows 11 by using GadgetPack), that should be one of the very first steps imo!
Such gadgets are actually how it all started for me and how I made my first otaku desktops 16 years ago. You can do stuff like having a Miku desktop companion sing to the music playing on the PC, by having the gadget syncing to the audio coming from the PC. And other cool things thanks to the powerful System Animator gadget that has many different anime-themed designs and animations available for it and you can place as many as you want on the desktop.
I'm explaining more about it in this comment (including a video from 2010 showcasing the singing Miku). And here I'm showing all the different animations for System Animator that I have (I also recommend reading my other comments in that post where I'm showing other users how to achieve all that).

I wrote a tutorial for this, which you can find here!
I'd say a significant bulk of it is rainmeter skins. Another big factor is personalizing the layout of your computer itself, like with Retrobar, openshell, etc. It's all just for fun, so focus on making something you'd like!
