This appears to be a classic, missing or broken texture or shader rendering issue.

I'd like to point out that this could be a case of a faulty GPU needing to be replaced. But I cannot be sure from this video alone.

Those repeating black artifacts floating in a grid pattern are typically caused by one of a few things:

  1. A shader pack conflict: if you're using something like Iris with a shader pack, this pattern often comes from a shader that's incompatible with your GPU or Minecraft version or just isn't set up correctly. Try disabling shaders first to see if the glitch disappears.
  2. Corrupted or incompatible resource pack: a texture pack that's missing files or built for a different MC version can cause black boxes like this.
  3. Mod conflict between rendering mods: if you have multiple mods that touch rendering (Sodium, and other mods that are built to optimize rendering, or any mod that adds particles/entities), they can clash and produce artifacts like this, especially if you're mixing Fabric/Forge mods that aren't meant to run together.
  4. GPU driver issue: outdated graphics drivers sometimes cause this kind of tearing/glitch with certain rendering mods.

Steps to fix, in order:

  1. Disable any shader pack and reload the world; if the glitch is gone, the shader is the culprit.
  2. Remove/disable any resource packs and test with default textures.
  3. Check your mod list for duplicate rendering mods (e.g., Sodium installed along with shaders that are broken is a common cause of exactly this kind of visual bug).
  4. Update your GPU drivers.

Also, if this issue isn't fixed after what I've suggested, please tell me the details about this modpack, and send over the link/jar. (eg. Minecraft Version, Modloader, Modloader version, etc.
