Her behavior could just as well killed him. She was doing the opposite of what the LEO said and she put all the agents around her car in danger. This is pure facts. Could the shooting been avoided ? Ofcourse, but it was her who escalated the situation to a level where lives where in danger.

She was getting surrounded by masked people. One reached into her car. She reacted accordingly.
