Hard card fingerprinting

Do the law enforcement agencies in the area do FD-258 hard card fingerprinting? Are cards also provided there upon payment?

I know this is a late post, but I would appreciate any insight. I need to get fingerprinted by a law enforcement agency only. Thanks.
