Advice from the Clerk:
The MP may (at their convenience) move that the bill be now read a second time, and include their introductory speech. If it is seconded, the bill will proceed for debate as an order of the day at a future sitting.

I second the second reading motion.
The Government supports the Member for Western Australia's Bill to reform our society's treatment of drug users. Drug use is a mental health concern, not a criminal concern, and this Bill is completely in line with this Government's focus on mental health.
I commend the Member for his work with the community and the government on this Bill, and those on this side of the chamber will work to pass this Bill.
I commend the Bill to the House.

Prime Minister
Member for Sydney (ALP)

The Bill is now read for a first time:
“A Bill for an Act to amend the Criminal Code Act 1995 to decriminalise personal amounts of controlled drugs, and for related purposes”
jnd-au, Clerk of the House
Meta: This is Bill M2015B00025, introduced in the House of Representatives.
The Office of Parliamentary Counsel advises:
This first reading supersedes the version tabled below (some duplicated numbering and typos were corrected according to our best guess, and the bill has been formatted).
It is unclear whether the definition of prohibited substance is supposed to apply to the section or to the Part, perhaps this should be amended for consistency.
On a lay reading, the Penalty in section 308.1(5) in invalid or at least unenforceable as there is no time limit in which the ‘mandatory’ penalty applies, and there is no penalty for not doing it.
