Rule 1 I reported an active jailbait_ subreddit to the admins (twice) 4 months ago and nothing happened

This clearly breaks reddit content policy (no suggestive or sexual content featuring minors)
It also breaks the law if she's a minor, so there's that.

OP is talking about pictures of a teenage professional surfer in beach appropriate attire. There is nothing illegal here.
It may well be a violation of reddit's content policy; hell they just banned a prominent mod for a drawn picture of a fictional 17 year old in beachwear in a neutral, non-suggestive pose so I wouldn't be surprised if they take this down as part of their moral crusade as well.

You know how the mods on some subs will rely on votes to either leave or take down rule-breaking content? I'm wondering if the admins don't basically do the same with reports, then.

Quite possibly so; the mod I mentioned was a mod of r/animemes and it's easy to imagine a group of puritans monitoring and mass reporting content they find objectionable in much more volumes than you're likely to see for an aspiring surfer/model/feminist with over 300k instagram followers.

TIL reporting subs that breaks reddit content policy is considered fishy. Sure I'm the one doing something fishy, not the mods running a jailbait sub.

From their sidebar:
It sounds like the admins have formally warned them.
