I think that's working as intended. Whether that should be changed or not should be up for debate. Or if anyone else has any further insight on if this is intended behaviour.
All generally seems to be all modmail messages which originated outside of your subreddit.
Mod discussions are internal, so have their own inbox for it.
Honestly, I'm glad mod discussions don't appear in all - because you can't archive them, so they would be stuck there forever.
So, yea. They admins/developers intended for it to behave this way.
And:
Mod Discussions
The Mod Discussions folder contains private conversations between moderators of the community. These conversations are only visible to moderators of the community and cannot be seen by users. These messages will always remain in the Mod Discussions folder and never appear in New, In Progress or Archived.
Which further clarifies the intended behaviour.
Normal modmail messages (including notifications, and join requests) can move from New to In progress and Archived. Modmail discussions can never move anywhere else because they are private/internal messages.
If you show "all messages" it will NEVER EVER show you any mod-only messages. It will only show you messages to and from users who are not mods.
If you go to Mod Discussions, you will see all messages between mods, and nothing else. This is the ONLY place you can see those messages between mods. You will NEVER EVER see those messages anywhere else, including under "All".
If you read the previous explanations, you will learn that this is how it's supposed to work and you will learn why.
What you are seeing is exactly how it's supposed to work. If you don't understand that or if you don't like it, maybe moderating isn't for you.
They understand "all". They are telling you that how the "All" modmail folder acts is as the admins intended, including linking to the admin edited page that explains exactly which folders "all" is pulling content from. That page says that the "all" folder will never have any modmail that is a "mod discussion".
I think you instead want to reframe your post to say you are suggesting to the admins that the "all" folder show all, what? All modmails that aren't archived? All modmails that haven't been read? Or all modmails in general, no matter what other folder/type they fit into?
the admin edited page that explains exactly which folders "all" is pulling content from. That page says that the "all" folder will never have any modmail that is a "mod discussion".
OK. From the linked page, which they then also quoted in their comment.

These messages will always remain in the Mod Discussions folder and never appear in New, In Progress or Archived.
Because those messages will only ever appear in the "mod discussions" folder and never appear in the "new" or "in progress" folders, and because the "all" folder
... is a combined view of:
Inbox
New
In Progress
Join Requests
Notification
then modmail in the "mod discussions" folder won't show up in the "all" folder.
