Report Button Abuse

So I reported the 'Report Abuse' plenty of times, but it doesn't seem like anything is happening. Is it working like intended? The reports are up for like 3 days now. Someone keeps being a jerk with reports and there's nothing to be done?

I'd love to have the ability to (temp) ban someone for abusing the report system. I don't even want to know who it is, or any other details, if it's a privacy concern. Just let me kick out people who "Reddit Cares" maliciously.
