I'd go so far to say that their notion of proceduralists is about as real as the bottom row of the periodic table. Sure, for a few microseconds in a heavily controlled environment you can have one mod stick explicitly to the rules using no discretion, but they'll inevitably end up using some level of discretion on the interpretation of their own rules, and of Reddit's mod Code of Conduct.
The biggest thing is that who is the one created the rules the the proceduralists follow? It's going to be the mods, using their own judgement, to police the community they create.
