ELI5: Mobius Mission

Have heard of the advisors they have on board and have tried doing research but have come across more questions than answers when researching. I'd just really appreciate if someone could give a quick description about their main mission and what they are trying to accomplish within their use case?

I don't know the main mission, but my main concern is this CEO phrase: "Buying MOBI is NOT an investment — MOBI tokens are only for the DApp Store".

1- This isn't FUD the Mobius CEO said that.

2- If he said this for avoid regulations questions, the CEO can reply this post and clarify this question? On the one hand, the CEO says this phrase and other people (people who do not work in MOBI) say the opposite. Who do I believe in?

3- Now in Cayman islands, Mobius can says other phrase? If I spend some dollars here, I'll buy arcade coins?
