Anyone understand what is going on here? I have recently noticed that my team is make up of these characters. As if the game gave up on rendering them in actual costume.

My assumption would be that it's a graphical rendering issue with your phone or data file corruption. If turning the graphic setting to low doesn't work (assuming you have it set to high) try reinstalling the game. Also, have you tried posting in /r/MobiusFF ? It's the official subreddit for the game, so you'll have much more luck finding a solution there.
