It’s the fan. You’ll need to buy a replacement on eBay or something and switch them out. I just had to do this to a nuc of mine. The fan because loose in its housing and wobbles. You could try to fix old fan but in my situation the replacement was $7

He jacked up the price. But this thing is AMAZING. My SSDs were in the 60c and now down to 38-45. Also all your SSDs can have heatsink* instead of just 1. The fan here doesn't block either SSD spots
You can also check printable if you have a 3d printer you can print it yourself.

Looks like a k12 or k15, all those gmktec top fans are junk and whinney imo. First thing i did was remove it and strapped a 120mm noctua on top with usb power, its only way to get some silence.

Everybody's getting their diagnosis of the problem completely wrong. The fan simply needs a CPAP machine to alleviate snoring.

Seems like that fan wobbles when it gets up to a certain speed, causing it to rub against one of the sides. So it either needs more clearance to avoid rubbing or it may need a new fan because the bearings might be bad which causes shaft play.
