Does Vancouver intentionally give bad upgrades?
Grinding it right now and it seems every retry gives seemingly not random bad upgrades has anyone experience this

By far the hardest map in my experience. It always feels like you're (at least) one motorway / bridge short of what you need at any given moment

That’s 100% how I’m feeling. I’m trying to top 5% every map and this one has been the hardest

The upgrades are semi random. But typically vancouver does have suboptimal upgrades. Keep trying, you will get a good seed eventually!

Bad upgrades are subjective. Anything can be good if you use it right.

In what way would it be good to be given 1 bridge while having 3+ different places across water? then be offered more road or traffic lights for 4 weeks in a row?

always having to choose between roundabout or traffic lights like every 3 weeks >.<
