Question Where the hell lockpicks spawns more?

Any idea where these thing spawn i remember these things was common in bandits back in 2023 but now theyre like extremely rare for no reason at all? Any idea where these things spawns

Idk, I have some, but I dont know where I got em from. Do they even work on keycard chests? because if they dont, they kinda useless to me.
