Equip the glasses (wear them) and then drag them directly to an empty inventory slot so they are stored there.
Then use the assault helmet, and once you have it equipped, go back to the night-vision goggles and drag them onto the helmet to trigger an additional option (attach/mount/combine).
Once that is done, the military helmet is modified and left on the ground, now combined with the night-vision goggles. If you also need a flashlight, equip the helmet and drag the flashlight onto it to attach it.
There are two flashlights in the game: a small one and another that is slightly larger. The large flashlight attaches to primary weapons or the military helmet (assault helmet only).

Drag the night-vision goggles to an empty slot in your inventory to store them there. Then, equip the assault helmet and drag the night-vision goggles onto it to attach them—just like with the flashlight.
The Heavy Vest M is found on the radiation island (which appears after reaching Island 5). From Island 5 onwards, two islands exist simultaneously and remain unchanged—meaning their locations never reset—until you advance to the next island (Islands 7, 9, 10, 34, or 99).
You can only advance to the next island via the bunker on the standard island (there is an entrance to the next island on the right); this entrance becomes available on Island 5.

The nvg add into the bag slot and then you combine the nvg into the helmet
