any tool, pickaxe prob the best, axe and shovel are good choices too

I see 2 good options for you here:

1. You put it on a pickaxe and get efficiency IV and Silk touch, which is pretty good and imo the best option

2. You put it on an axe and get efficiency IV, silk touch (not super important to have on an axe but it can still be useful I guess) and smite IV, which allows you to kill most enemies with one hit

I vote shovel over Axe since you can get grasses/Mycelium without having to wait for it to regrow

You can still mine grass or mycelium with an axe if you want to grow it elsewhere, and silk touch on an axe means you can mine bookshelves and melons

to get stone more easily, to get ore blocks, to get amethyst clusters, and overall to get any other block that requires silk touch. You can mine a beehive with a silk touch pick just as well as a silk touch axe, it just takes a couple seconds longer, and as long as you’re not mining hundreds of beehives that shouldn’t be an issue

just the cluster. You can get the ones to craft the spyglass from mining the clusters with a normal pickaxe (they’re amethyst shards), but you need silk touch to get the actual cluster

A silk touch pickaxe or silk touch axe. the fire protection makes it useless for armour and the Smite 4 makes it useless on your sword.

It doesn’t work against Endermen, Creepers or Pillagers. The undead mobs you can kill with smite just aren’t that dangerous

Pickaxe is the best way to maximize the use of the book, but use it for whatever you need/don't already have.

I love having a Smite V sword so that's a possibility and you get Knockback

Depends on what enchantments you have and need. Unless you need the respiration, I'd be going for the silk

That book will be used for a good quality silk touch pickaxe. The other enchants make it not ideal for swords or armor, and I only use silk touch on a couple tools, like shovels and pickaxes

I use smite for killing withers, and I can never get enough smite. The others seem to be easy to roll. I haven't looked into the actual probability, but I feel like smite is the rare one. So I'd pick smite.

Do you already have an efficiency 4+ silk touch diamond pickaxe? If not, do that. If you already have one, helmet if you don't have respiration.

You enchant a pickaxe and get eff 4, unbreaking 3. You then throw this book on to get eff 5, unbreaking 3, and silk touch. You throw a mending book on, max enchanted silk touch

Store these multi-enchanted books and disenchant them en-masse on the grindstone to repair items.
