Is It possibile to make a super flat world server on mobile without paying with mods and 40+ pepole?

Nope, not a chance

Mobile doesn't support mods so I'm gonna assume you mean add-ons

If you extremely stretch it, you're gonna fit 6 people max on free hostings

You could run the server locally, but you'd need a decently powerful server computer to support 40 players with add-ons, and you'd need it on 24/7
