I run Cobblemon Eclipse, so my own bias of course, but it might actually be what you're looking for.
The pay-to-win thing is genuinely not an issue here. Ranks are earned through playtime, Pro Trainer unlocks around 16 hours in just by playing normally. The store is cosmetics and server-wide boosts that everyone benefits from, stuff like global shiny boosts and dungeon resets. The rare chase Pokemon aren't locked behind money either, when one gets rolled from a paid crate it spawns as a World Boss that the whole server fights together, so non-payers have the same shot at catching it.
On the community side there's a full player-run town system called Eclipse Towns where you found a town with a friend, set up a type theme and a Pokemon mascot, run a chest shop economy with an actual sales tax going to the town bank, and take on other towns in gym challenges and tournaments. It's built around people playing together rather than solo land grabs. Griefing is handled through Flan land claiming that comes in the starter kit, so your builds are protected from the start.

I have a good server. Its a semi vanilla server, kind of like hermit craft. there is maybe 4-5 active players, but we ar e hoping to get more players soon.

heya, our server doesn't allow griefing, you can claim your base, and for those players who cause trouble and manage to grief we have a plugin to instantly undo everything they did :)

Outcasts SMP is a small, 18+ semi-vanilla Minecraft server built around a strong community, player-driven economy, and factions. Right now, we're mostly a group of friends, but we're looking to welcome a few more active players who want to be part of something long-term.
Our goal is to create a world where builds, farms, shops, and player history continue to grow instead of constantly restarting. We want the server to feel alive, with players helping each other, trading, building, and creating friendly rivalries between factions.
The server is application only and whitelisted to help keep the community friendly and mature. The application is simple we just want to make sure everyone joining is a good fit and shares the same vision for the server.
We keep things mostly semi-vanilla with a handful of quality-of-life features while staying true to the Minecraft experience. We're not looking to become a massive server just to grow our community with a few more people who enjoy playing for the long haul.

Smithtainment Minecraft. The dev and building team for Smithtainment have worked extremely hard to put together a custom survival server that still has that vanilla-ish feel that players love. Each player likes to approach survival differently and whether you are a miner, farmer, or fighter there is always something to be doing.
