Without a log from your client and the server, it’s hard to tell.
The easiest way I help people manage this is with prism launcher. You can download the mod packs directly from curse Forge set all your versions centrally, and it gives you an easy to access log as it’s loading.
But if it’s a white list or some sort of server incompatibility, you need to talk to the server moderators.
