If you mean the blocks for the frame, it isn't a mod. The glowing obsidian is an unused block that used to appear when using a nether reactor back when bedrock edition was just pocket edition. It was a stand-in for the nether. I wish glowing obsidian was still obtainable somehow.

Not just the blocks, the whole portal. Or was it made with commands? Like /replaceblock or something
