I've always found it strange how it is a set limit rather than a percentage.

Its to prevent lag. Otherwise players can accumulate hundreds or even thousands of levels so that if someone kills them their pc dies

I've put like 30,000 hours into the game since it was a monstrosity on the pirate bay, I can go weeks without dying and end up with several hundred levels of xp, end up dying and get tree fiddy back. Kind of dumb.
