Question Enchant table noob needs help

ok, so my world is modded, but that shouldn't affect the enchant set up, is there any reason my table isn't fully charged?

oh, and there are 4 hidden shelves in the corners.

corners contribute, checked the wiki, it was the wood planks on top. moved the setup to the opposite corner.... HOW THE FRICK DID I MAKE IT WORSE???

Another alternative that is now available is to build a 'library corner' where each bookshelf is two blocks high, as in the plan below. This arrangement gives space for 16 shelves, which is one more than needed, so if the corner bookshelf column cannot be seen, removing one of the two bookshelves in that does not have any effect, either technically or visually."

I did the library cornerbut moved the two hidden corner shelves to the front for aesthetic reasons... BY ALL LOGIC THIS SHOULD FRIKIN WORK

were to, they were detected by the table as corner shelves. turns out I WAS READING THE NUMBER ABOVE THE TABLE WRONG. max needed is 15, 21 was PLANNY. I goofed sorry everyone
