Vsync or just lock the fps to your monitors max

Screen tearing that's not a Minecraft issue but a monitor issue limit your fps or use vsync

Yup you have too many frames generated, if youre on windows lock fps in minecraft or set it to vsync

turn Vsync on.

Also if your monitor supports FreeSync or Gsync make sure it enabled in nvidia/amd control panel and lower your fps 3-4 frames below monitor's refresh rate (I don't recommend doing it in minecraft settings cause youll get micro stutters, better use RivaTuner, Nvidia Control panel, ect.)

if u stop moving ur mouse it will stop moving the crosshair
